Warren Edwards, Senior Fellow

Warren Edwards is Senior Fellow at Meridian Institute, where he supports the Community and Regional Resilience Institute (CARRI). CARRI is housed at Meridian Institute, where their partnership can leverage both organizations’ deep expertise in building collaborative foundations for resilience and stability. For five years, Mr. Edwards served as the Executive Director of CARRI, where he supported its mission of developing and sharing critical paths that any community or region may take to strengthen its ability to prepare for, respond to, and rapidly recover from significant manmade or natural disasters with minimal downtime of basic community, government, and business services. Through his continued role with CARRI, Mr. Edwards supports communities, institutions of higher education, and other organizations in their resilience-building efforts and also works with state, regional, and national stakeholders to create incentives and support for community resilience.
Before joining CARRI, Mr. Edwards served as Program Director for the Southeast Region Research Initiative at Oak Ridge National Laboratory (ORNL). In this position he directed a cooperative research program involving five federal laboratories and 25 research universities to address scientific challenges for the US Department of Homeland Security. Mr. Edwards came to ORNL from a position as Chief Operating Officer for Oak Ridge Technology Connections (TechConnect), LLC. In that position, he established the business plan, operating systems, policies, and business procedures for a high-technology start-up and brought them to full operating capability. Mr. Edwards also previously served as a Senior Director for CACI, Inc., where he established its Atlanta, Georgia, operations office and managed programs throughout the Southeast supporting the U.S. Department of Defense and other federal agencies.
During more than 30 years of military service, Mr. Edwards held numerous positions, including Deputy Commanding General, Coalition Land Component Command/3rd U.S. Army, Operation Enduring Freedom (Afghanistan); Deputy Commanding General, 5th U.S. Army; Assistant Division Commander, 2nd Infantry Division, Republic of Korea; and 10th Aviation Brigade, 10th Mountain Division, Fort Drum, New York. Mr. Edwards also served as Chief of the Operations Division, National Military Command System, Joint Staff.
Mr. Edwards graduated from the University of Richmond in Richmond, Virginia, and holds a Master’s of Military Arts and Sciences from the U.S. Army Command and Staff College and a Master’s of Science in International Studies from the U.S. Naval War College.
