Meridian Institute, with the support of Norway’s International Climate and Forest Initiative, coordinated consultations and an expert author team to develop an options assessment report to inform and enable cooperative REDD+ action by forest countries and supporting countries to achieve and go beyond their nationally determined contributions (NDCs). (REDD+ refers to activities that reduce emissions from deforestation and forest degradation, conserve forests, sustainably manage forests, or enhance forest carbon stocks.)

The report pairs expert analysis with information gathered through stakeholder consultations in Washington, D.C., in March 2017 and in Bonn, Germany, in May 2017. The authors also benefited from online consultations and numerous informal conversations and interviews throughout the process.

The report evaluates options for how countries that are parties to the Paris Agreement can cooperate to accelerate the implementation of REDD+, particularly under Article 6. The options are not mutually exclusive or designed to be exhaustive. The report seeks to serve as a foundation and guide for countries to begin to consider how and when to take collective action to meet and exceed their NDCs. The options presented can be combined with the goal of delivering a blended flow of finance in support of the implementation of REDD+ strategies. The options are offered as an input for consideration for ongoing informal conversations between countries as well as to those participating in formal negotiations on the Paris Rulebook.
